"Clouds But No Rain"— The situations faced are not nearly as difficult as assumed.
They are like ominous-looking clouds that threaten rain, but never pelt us with it.
One step at a time and a good outcome is assured.

六五:密雲不雨,自我西郊,公弋取彼在穴。
The 5th 6, divided, (suggests the idea) of dense clouds, but no rain, coming from our western borders 
It also (shows) the prince shooting his arrow and taking the bird into a cave.

象傳: 密雲不雨,已上也。
'There are dense clouds, but no rain:'  ―   (the line) is in too high a place.

The first hexagram 62 can be broken down into the upper trigram of Thunder on top of the lower trigram of Mountain. Hexagram 62 is named 小過 (xiǎo guò), "Small Exceeding" or  "preponderance of the small" and "small surpassing". Its inner (lower) trigram is ☶ (艮 gèn) bound = (山) mountain, and its outer (upper) trigram is ☳ (震 zhèn) shake = (雷) thunder.

The second completed hexagram, 31, breaks down into a newly transformed upper trigram of a Lake on top and of an unchanged lower trigram of a Mountain. Hexagram 31 is named 咸 (xián), "Conjoining" or "influence (wooing)", "feelings", "being affected", and "reciprocity". Its inner (lower) trigram is ☶ (艮 gèn) bound = (山) mountain, and its outer (upper) trigram is ☱ (兌 duì) open = (澤) swamp.

道可道非常道。

A pictogram of soldiers shouting together with a spear in front of the battlefield, implying everyone, without exception.
喊 means to 'shout'.
The alternative interpretation is to cut off one's head with an axe, depriving them of all they have; also, to break a pot with an axe.

The bottom line:

On a common basis, preparing the final reversal
  • The common ( gèn) bound = () mountain represents the shared stability, the common ground.
  • While the above trigram ( zhèn) shake = () thunder (zhèn), "Shake", "the arousing (shock, thunder)"; "thunder, excite, thrill, convulse, and tremor" [the advice is to maintain one's concentration ("one did not lose the sacrificial wine in the ladle")]  changes for ☱ (兌 duì) open = (澤) swamp, 兌 (duì), "exchange" "the joyous, lake" and "usurpation". The symbol "兌" "Open" means exchange, add, against, and convert.
  • 公弋取彼在穴: Princeps ionised (with retro engineering inclusion) into a Lair.
  • 31 follows the duet ䷜ 坎 29/䷝ 離 30, the "fission-ionisation process" (opus) that caps the lunisolar unit.
  • The awakening opus undergoes a reflection phase ahead of the final reversing of 30 & 29 that shall see the inversion of the trigrams of 64 & 63.
