道德經:
聖人無常心,以百姓心為心。
善者,吾善之;不善者,吾亦善之;德善。
信者,吾信之;不信者,吾亦信之;德信。
聖人在天下,歙歙為天下渾其心,百姓皆注其耳目,聖人皆孩之。

Dao De Jing:
(The quality of indulgence)

The sage has no invariable mind of his own; he makes the mind of the people his mind.
To those who are good (to me), I am good; and to those who are not good (to me), I am also good; - and thus (all) get to be good. To those who are sincere (with me), I am sincere; and to those who are not sincere (with me), I am also sincere; - and thus (all) get to be sincere.
The sage has in the world an appearance of indecision and keeps his mind in a state of indifference to all. The people all keep their eyes and ears directed to him, and he deals with them all as his children.

The sage has no mind of his own;
He makes the mind of the people his mind.
Treat well those who are good;
Treat well those who are not good.
Thus everyone will become good.
Trust those who are sincere;
Trust those who are not sincere.
Thus everyone will become sincere.
When dealing with the world, the Sage blends his mind harmoniously with the mind of the people.
The people all watch him and listen to his words.
He accepts them all as his children.


東海一梟在《道家聖人和儒家聖人》一文中隔離上下文,曲解《老子》「聖人無常心,以百姓心為心」之句,說:
如果只是「以百姓心為心」,一味順應民心民意,那就無法負起治理和教育的責任。順是坤德,坤陰必須順承干陽。


這裡的「常心」,應理解為 常人之心,常,取通常之義。而非指恆常。 此處的常與《道德經》開篇「道可道,非常道,名可名,非常名」之常同義。

「聖人無常心,以百姓心為心。善者吾善之,不善者吾亦善之,德善。信者吾信之,不信者吾亦信之,德信。聖人在天下,歙歙焉,為天下渾其心,百姓皆注其耳目,聖人皆孩之。」(《道德經》第四十九章)

《白話解》
聖人無常心,以百姓心爲心。
聖人不堅持主觀的心,而把民心當做自己的心來體恤。
善者,吾善之;不善者,吾亦善之。德善。
善良的人我們以善良的行為對待他,不善良的人我們也以善良的行為對待他,這樣就得到「善」的良性循環。
信者,吾信之;不信者,吾亦信之。德信。
守信的人我們以守信的行為對待他,不守信的人我們也以守信的行為對待他,這樣就得到「信」的良性循環。
聖人在天下,歙歙爲天下渾其心,百姓皆注其耳目,聖人皆孩之。
聖人在世把他的心與天下人的心全然的相渾來體恤,因此百姓的耳目就能注意到聖人,藉此聖人就能把他們像孩子般的教導。(常善救人,故無棄人)
